Why the first answer is usually an upgrade
When a project adds load, somebody has to show the existing service can carry it. The standard way to establish the existing load is the Article 220 calculation, which adds up every load in the facility and applies the demand factors the code allows. On an operating facility that figure runs high, because it assumes far more of the equipment runs at once than ever does.
So the calculated existing load plus the new load lands above the service rating, and the honest answer from a contractor working that way is that you need a bigger service. Nobody has done anything wrong. The method is conservative by design.
What a load study establishes instead
NEC 220.87 allows the existing load to be established from what the facility actually drew: the maximum demand over 12 months of utility records, or over 30 days of on-site metering where records are not available, taken at 125%. That is the measured existing load, and it is what the new load is added to.
A load study is that arithmetic, done from the facility's own evidence, with the one-line rebuilt and every figure traced to its source, and sealed by a licensed Professional Engineer where the submittal needs a seal.
The two outcomes, and why neither wastes the study
If the measured load leaves room for the new load, the project goes ahead on the service that is already in the ground. The sealed study is the document that shows the authority why.
If it does not, the service genuinely needs the upgrade, and the study is the existing-load documentation the upgrade application asks for anyway. You have not lost the days or the fee. You have started the upgrade with evidence instead of an argument, and earlier than you would have.
So the order is always the same
Study first. It costs a fraction of the upgrade it is checking, it is delivered in days, and whichever way it comes out, it is a document you needed. Getting the upgrade first means paying for capacity that a measurement might have shown you already had.
Questions people ask
Can a load study replace a service upgrade?
A load study does not replace an upgrade. It establishes whether one is needed. Where the measured existing load leaves room for the new load, the upgrade is not needed. Where it does not, the study documents the existing load for the upgrade application.
I already have an upgrade quote. Is it too late for a study?
No. A study before you sign is exactly the second opinion the quote should get. If the study confirms the upgrade, you sign with evidence. If it does not, you have the sealed document that says so.
Does the utility need the load study for an upgrade?
Utilities and authorities ask for the existing load to be documented on an upgrade or an interconnection application. A sealed load study is that documentation. What each utility requires beyond it is set by the utility, so check its application requirements.
What if my question is about one panel rather than the whole service?
A utility bill only sees the whole service, so a sub-panel or feeder question is answered by metering that feeder for 30 days. The study is the same document, from a different source of evidence.
